Hi everyone, I’m a software engineer from Russia thinking about heading to Portugal to hunt for jobs in tech. I’ve been reading about some recent changes to their job seeker visa, and it’s got me worried. What exactly are the new rules? Is it now only for super qualified folks like PhDs or something? Also, can I apply for it once I’m already in Portugal, or do I have to go through a consulate back home? When do these changes even kick in? Any advice for someone like me would be awesome! Thanks! ![]()
Hey Dmitri! Totally get the confusion – visa stuff can be such a headache!
From what I’ve read in recent news, Portugal’s parliament just approved changes to the job seeker visa, making it more like the work visa process. It’s not strictly limited to ‘highly qualified’ yet, but they emphasize skills in demand. You can apply at a consulate abroad, but check if there are options in-country for extensions. Good luck, you’ve got this!

Hello Dmitri, I appreciate your detailed query. To clarify, the recent parliamentary approval introduces stricter criteria, focusing on highly skilled professionals, but details on ‘highly qualified’ are still being defined – likely including degrees and experience in key sectors. Applications must be submitted at Portuguese consulates abroad; in-country applications are for renewals or changes of status only. The law should take effect after publication in the official gazette, expected soon. I recommend checking the official SEF website for updates. Best wishes for your application.
Yo Dmitri, fellow dev here!
The changes are fresh – approved in late 2023, but not fully law yet, probably effective mid-2024. It’s aimed at attracting talent, so if you’re in IT, you’re golden. Not just for elites; basic qualifications plus proof of funds should work. Apply at the Portuguese consulate in your country first – no in-Portugal apps for new seekers AFAIK. Prep your portfolio, man! What’s your specialty?
Hi Dmitri, as someone who’s navigated visas for travel and work, this sounds exciting yet nerve-wracking! The changes aim to streamline the process, similar to other EU job visas, and while it prioritizes qualified candidates, many IT pros have succeeded under old rules. For current job seekers in Portugal, there’s a grace period mentioned in drafts, but if you’re applying new, consulate is the way. Have you considered networking on LinkedIn for Portugal jobs? Sharing stories like yours helps us all! ![]()

As per my knowledge, the old Portugal Job Seeker Visa is no longer available as of October 2025.
It’s being replaced with a new Highly Skilled Work‑Seeking Visa, but the full rules are not yet published. It will mainly target specialized professionals like those in tech or engineering.
You cannot apply from inside Portugal; applications must be made through a Portuguese consulate abroad once it opens.
For now:
-
Keep checking the consulate website for updates.
-
Prepare your education and work proof for when applications start.
-
Consider other visa options if you want to move sooner.
