The government has officially adjusted the rules to limit issuance strictly to “highly qualified” individuals. This ultimately will be the standard requirement moving forward. While the definition often includes university degrees or specialized skills, the enforcement is becoming much stricter.
Further, there is a major procedural constraint: you can no longer regularize your status while IN country. You must submit your application and receive approval from the Portuguese CONSULATE in your home country before booking any travel. The era of entering as a tourist and switching status is over.
