The government has officially updated the scope: issuance is now legally limited to “highly qualified” individuals only. Further, and this is crucial—you may no longer apply for this visa IN Portugal. It must be processed at a consulate in your country of residence before you travel.

So FYI, do not fly in expecting to regularize your status on arrival as strictly implied by the old rules. This ultimately will be the law moving forward. Has anyone managed to find the official government breakdown of what specific degrees or salary thresholds define “highly qualified” under this new decree?

I was informed by the SEF office that my pending expression of interest is effectively void due to these changes. The narrative I provided explained that I arrived prior to the announcement to seek employment in good faith. However, I was told that I was not effectively allowed to transition my status from within the country anymore.
