Confusion regarding new highly qualified requirement for Portugal Job Seeker Visa

Hi everyone, I need a logic check on the recent updates regarding the Portugal Job Seeker Visa. I have been optimizing my portfolio to apply, but I keep seeing reports that the government has refactored the eligibility criteria.

Is it true that this visa is now strictly limited to highly qualified professionals with university degrees? I am a junior developer with three years of clean code experience but no formal degree, so I need to know if I am now deprecated from the list. Also, can we still apply upon arrival, or has the workflow hard-shifted to consulates only?

I want to avoid a runtime error by flying there without the right access permissions. Any precise info on these new limitations would be helpful.

Realizing this is a stressful update for many, here is the situation regarding the new Action Plan for Migration.

Has anyone actually tested if a coding bootcamp certificate or portfolio is accepted under this new definition?

Think ahead before you apply. In the context of European migration law, highly qualified almost always refers to ISCED Level 6 or higher (a Bachelors degree).
