Clarification on Portugal Job Seeker rules versus Schengen entry

Realizing this is not about the standard Schengen short-stay visa itself, but I see many people conflating the two concepts due to recent news.

So FYI, the recent changes in Portugal apply strictly to the “Expression of Interest” route for residency.
The update basically means you can no longer enter on a standard Schengen tourist entry and then file for residency based on work IN country.
This ultimately will be the law: you must apply for the specific Job Seeker Visa at a consulate before traveling.

Just letting you know so nobody books a flight thinking they can swap status upon arrival.

Logic check. So the code update is basically: IF (Entry == Tourist) THEN (Residency_Application = False)? Just want to confirm before I push my travel plans to production. The optimized route seems to be the consulate now.
