Can I apply Schengen as a tourist in another country?

I am visiting Singapore to see my family for 3 weeks and I will be on a tourist visa. Can I apply for my Schengen visa in Singapore? I asked some agents but the answers were different. Has anyone applied as a tourist before? The wait is much shorter in Singapore than where I live.

Short answer: usually no.

Most Schengen embassies in Singapore only accept applications from residents (PR, work pass, student pass, long-term pass). Being in Singapore on a short-term tourist visa is normally not enough.

There are very rare exceptions, but they’re discretionary and usually only for genuine emergencies — not just shorter wait times.

If you apply anyway, the application is often rejected at the counter or not accepted at all.

If you want to be 100% safe, apply in your country of residence, or wait until you have a long-term pass in Singapore.
