I am from Mumbai and I recently had an F1 visa application rejected under section 214(b). In a moment of panic and desperation to see my fiancé, who is currently studying in the US, I applied for a B2 tourist visa shortly after. Unfortunately, that was also refused under 214(b).

My fiancé is set to graduate next year. I am analyzing three potential execution paths to visit him:
